Context

The UNDRR Regional Office for Arab States (ROAS) has been working since 2007 to build resilience against disasters in Arab countries. By partnering with key regional organizations, civil society networks, and international stakeholders, ROAS focuses on raising awareness and integrating disaster risk reduction (DRR) into regional and national policies. The UNDRR’s initiatives support the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, aiming to reduce disaster risks and enhance resilience. This assignment is part of the CREWS Djibouti project, which aims to strengthen national capacities in Djibouti to implement multi-hazard early warning systems and improve disaster preparedness.

Duties

Under the supervision of the Risk Knowledge Programme Management Officer, the volunteer will:

  • Conduct a review of existing early warning systems to identify gaps.
  • Support donor proposals, ensuring alignment with CREWS project goals.
  • Develop a logical framework (log frame) for the project, detailing activities, outputs, and outcomes.
  • Incorporate risk assessments into the log frame, identifying challenges and mitigation strategies.
  • Design early warning implementation activities for Arab countries, considering regional contexts.
  • Ensure proposals include monitoring and evaluation mechanisms to assess system effectiveness.
  • Create detailed budget breakdowns for proposal development and system implementation.
  • Ensure early warning systems are inclusive, incorporating gender and disability considerations.
  • Support the rollout of CREWS and early warning systems in Arab countries.
  • Perform other tasks as needed by the Risk Knowledge Programme Management Officer.

Profile Requirements

The ideal candidate should have:

  • A Master’s degree in disaster management or information technology management.
  • 7 years of relevant experience in early warning system coordination and implementation.
  • Proficiency in data analysis tools (e.g., Excel, SQL, Tableau, Power BI).
  • Experience in developing technical donor proposals.
  • Strong writing, reporting, and interpersonal skills.
  • Ability to work in a multicultural team and adapt to challenging environments.
  • Proficiency in MS Office applications and database management.
  • Fluent in Arabic, with working knowledge of English.
