Job Overview
We are looking for an experienced driven Bidding Manager to oversee and lead proposal submissions for public and private sector tenders across the UAE and KSA. The ideal candidate will have in-depth knowledge of regional procurement frameworks, portals, and compliance requirements. This role will manage the full bid lifecycle—from opportunity evaluation to submission—ensuring high-quality, timely, and competitive proposals that align with the company’s growth targets in the Gulf region.
Key Responsibilities
End-to-End Bid Management:
o Lead the complete lifecycle of tender responses including RFPs, RFQs, EOIs, and pre-qualifications.
o Prepare bid schedules, assign internal responsibilities, and ensure timely and compliant submissions.
o Independently draft, structure, and write proposals, including executive summaries, technical sections, and commercial overviews.
o Tailor proposals according to client requirements, ensuring a persuasive and professional presentation.
Market-Specific Tendering:
o Monitor and respond to tenders on platforms like Etimad (KSA), MOF, DOF, Tejari, and other UAE government portals.
o Stay updated with regional procurement policies, legal frameworks, and submission formats.
Internal Coordination:
o Act as the central point of contact between departments (Pre-sales, sales, operations) to collect input and align responses.
o Organize bid kick-off, progress reviews, and final sign-off meetings.
Risk & Go/No-Go Analysis:
o Analyze RFP documents to assess feasibility, risks, commercial viability, and resource requirements.
o Recommend bid/no-bid decisions in consultation with the management team.
Documentation & Reporting:
o Maintain an updated bid library, project references, company profiles, and client-specific templates.
o Track submission outcomes, win/loss ratios, and lessons learned to improve future bids.
Education:
Bachelor’s degree in Business, Engineering, or a relevant field. A Master’s degree or PMP/APMP certification is a plus.
Experience:
• 5+ years of bidding or proposal management experience, with at least 3 years handling tenders in the UAE and/or KSA.
• Proven experience in drafting and writing winning proposals for government and private sector clients.
Skills:
• Strong project management, coordination, and time management skills.
• Excellent proposal writing, structuring, and editing skills—both in English and Arabic (preferred).
• High attention to detail with the ability to interpret complex tender documents.
• Proficiency in MS Word, Excel, PowerPoint, Adobe Acrobat, and CRM systems.
