The organization is a flagship gigaproject under Saudi Arabia’s Vision 2030 initiative, focused on establishing a world-class entertainment, cultural, and lifestyle destination. The Manager – Technology Procurement is a pivotal position responsible for overseeing all aspects of the procurement process for tech-related goods and services. This role involves strategic sourcing, contract management, vendor relationship management, and ensuring compliance with procurement policies while driving cost efficiencies.

Key Responsibilities:

1. Procurement Strategy and Operations

  • Develop and implement procurement strategies to meet the organization’s tech procurement needs, including managing RFPs, vendor negotiations, and contract finalizations.
  • Lead the identification, evaluation, and selection process for vendors providing tech goods & services, including IT, digital, and cybersecurity solutions.
  • Oversee the review of bid returns and issue Combined Award Recommendation (CAR) while ensuring timely execution of contract agreements in alignment with governance frameworks.
  • Conduct detailed bids evaluation for accuracy and compliance, ensuring commitments are presented with appropriate approvals.
  • Ensure all procurement activities comply with established policies and procedures and maintain accurate records in digital systems.
  • Develop and lead the commercial evaluation process for vendor proposals, focusing on value optimization.

2. Vendor and Stakeholder Management

  • Manage relationships with preferred suppliers and develop a comprehensive database to continuously monitor their performance.
  • Oversee the administration of complex contracts to guarantee service delivery meets organizational needs and standards.
  • Conduct regular evaluations of vendor performance, ensuring alignment with strategic objectives.

3. Budget Oversight and Reporting

  • Monitor procurement budgets regarding tech goods & services and generate timely expenditure reports for management.
  • Lead the preparation of comprehensive, high-quality reports detailing procurement activities and identifying areas for cost savings.
  • Spot opportunities for efficiency and cost reductions within the procurement operations.

متطلبات الوظيفة

  • 10+ years of experience in procurement, contract management, or supplier development, especially within large-scale projects in construction, real estate, or urban development.
  • Bachelor’s or Master’s degree in Supply Chain Management, Business Administration, or related fields; MBA preferred.
  • Preferred qualifications include CIPS (Chartered Institute of Procurement & Supply), CPSM (Certified Professional in Supply Management), or CSCP (Certified Supply Chain Professional).
  • Proficient in procurement software such as Prism, SAP, and Ariba.
  • Demonstrated experience in cross-functional collaboration to align diverse goals with organizational strategy.
  • Fluency in English required, proficiency in Arabic is a plus.
  • Familiarity with the Saudi Arabian cultural and business environment, with relevant work experience in the region preferred.
