We are seeking an experienced Associate Director - Smart City to lead the vision, strategy, and implementation of smart urban solutions within our expansive project. This role is essential in creating a digitally integrated urban environment that enhances the quality of life for residents and visitors while promoting sustainability, accessibility, and community engagement.

The Associate Director will collaborate with various stakeholders, including technology partners, government agencies, and community members, to develop and execute smart city initiatives that leverage cutting-edge technologies and data analytics. Your expertise will drive the integration of smart infrastructure, energy-efficient systems, and data-driven services across Qiddiya’s urban landscape.

  • Partner with different districts to identify and document Smart City technology needs, pain points, and opportunities.
  • Support then in Co-ordinating business requirements into Smart City service requests, ensuring clarity and feasibility.
  • Conduct cost-benefit analyses and ROI assessments for proposed initiatives.
  • Manage the Smart City demand pipeline, evaluating and prioritizing projects based on strategic impact, resources, and budget.
  • Facilitate governance meetings with stakeholders to review demand, resolve conflicts, and allocate resources.
  • Maintain a balanced Smart City portfolio aligned with the strategy.
  • Act as the primary liaison between Smart City, Districts and IT teams.
  • Present proposals to senior leadership, justifying smart city investments with data-driven insights.
  • Manage expectations by providing transparency into demand status, timelines, and trade-offs.
  • Develop frameworks for demand intake, assessment, and approval.
  • Predict future Smart City future needs through trend analysis (e.g., cloud adoption, automation, AI).
  • Collaborate with procurement to evaluate external solutions and negotiate contracts.
  • Track Smart City spends against demand, ensuring alignment with approved budgets.
  • Monitor benefits realization post-implementation.

Qualifications & Skills:

  • Bachelor’s/Master’s in IT, Business Administration, or related field.
  • Experience of Total 8+ years of experience with a min of 5+ years in IT business analysis, demand management, or IT portfolio management.
  • Experience with enterprise digital transformation projects.
  • Certifications (Preferred) ITIL 4, PMP, Agile (SAFe)
  • Proficiency in IT service management (ITSM) tools (e.g., ServiceNow, Jira).
  • Understanding of Smart City technologies and emerging technologies.
