Visionary Tech Services (VTS) is seeking a Downstream Value Chain Optimisation Business Analyst / SME to work with a key client in the Oil & Gas sector. In this role, you will drive margin uplift by optimising refining, planning, blending, scheduling, and supply & distribution operations.

You will bridge technical expertise and business strategy to reshape workflows, define decision playbooks, and guide integrated scenario-based planning across the downstream value chain.

Core Focus Areas:

  • Crude selection and crude-to-product planning
  • Refinery LP (Linear Programming) results interpretation
  • Blending optimisation and product giveaway reduction
  • Scheduling and S&D (Supply & Distribution) network optimisation
  • Inventory management and logistics
  • Plan vs actual analysis and benefits tracking

  • Run discovery workshops with Planning, Blending, and S&D teams to map current processes and identify pain points
  • Capture business requirements, define user stories and acceptance criteria
  • Define KPI trees, product specs/constraints, and scenario models
  • Translate LP and sensitivity results into actionable operational playbooks
  • Coordinate pilots, user acceptance testing (UAT), and benefits tracking
  • Lead creation of SOPs, training, and adoption strategies
  • Oversee plan-vs-actual reviews and margin uplift reporting
  • Prioritise optimisation backlog and guide build vs buy decisions with architects
  • Align stakeholders across Planning, Finance, and S&D on scope, roadmap, and governance
  • Chair solution reviews and embed decision-making cadence using BPM tools and visual analytics
  • Assure delivery of measurable business value through structured decision science

2. Job Requirements

Education:

  • Bachelor’s or Master’s in Chemical Engineering, Operations Research, Industrial Engineering, or related discipline

Technical & Domain Expertise:

  • Deep domain knowledge in downstream Oil & Gas operations:
    • Crude assays, CDU, FCC, hydroprocessing units
    • Product specs, qualities, blending economics
    • Inventory and logistics operations
  • Strong grasp of:
    • Refinery LP models and crack spread economics
    • Scenario and sensitivity analysis
    • KPI and margin-tree design
    • Constraint/spec governance and value chain mapping
  • Experienced in:
    • Process redesign and cadence implementation
    • Business case development and ROI tracking
    • Change management and training delivery
  • Familiar with integrated upstream–downstream workflows including:
    • Plan validation
    • Market demand response
    • Portfolio assurance
