Key Accountabilities & Tasks
- Operational - Responsible for operations with respect to landscaping and irrigation in achieving highest quality in his/her area, community, master community. Ensure the teams on site conduct inspections and close supervision to deliver reliable maintenance to the landscape on an ongoing basis and ensure that it remains attractive, comfortable, safe, fit for purpose and is consistent with community expectations and with relevant legislative controls and standards. Identify maintenance issues that have potential to result in aesthetic issues and with a view to rectify, modify and resolve issues. Ensure Governing Docs, Community Rules and Guidelines are being adhered to.
- Technical - Provide guidelines to the Service Providers for timely maintenance of trees, grass, shrubs and ground covers. Develop Scopes of Work for landscaping and irrigation, identify relevant contractors, ensure contractors are producing results desired. Responsible for periodic technical Inspections. Ensure Preventive, Reactive, Emergency, Planned Replacement Maintenance regimes are being followed by various portfolios.
- Financial - Responsible for assisting in the management of Annual Budgets with respect to landscaping and irrigation from an overall perspective. Certify invoices of service providers based on the actual site performance and the rates in the agreements in order to comply with the agreements performance requirements and rates.
- Compliance - Conduct Technical Audits, HSEE requirements for landscaping and irrigation. Liaise with various local authorities including RERA, Trakhees, DM, DCD, Dubai Police as need to ensure relevant landscaping codes and controls are maintained at all times.
- Corporate - Generate weekly & monthly reports indicating progress or deficiencies in landscaping maintenance.
Manage performance and ensure wellbeing of staff involved in landscaping and irrigation if applicable. Monitor KPIs. Protect & enhance Brand. Ensure continuous improvement.
Job Context & Complexity
- Work is performed in a typical master communities, residential buildings and villas. Some physical effort is required in terms of inspections and coordination with the service providers.
- Work is carried out based on the Portfolio Manager’s leadership and direction from time to time and is based on the Facilities Management contracts established within a set budget with the various service providers.
- Technological systems help streamline the daily operational duties and communication channels of NCM.

Boundaries & decision making authority:

The boundary of the job scope is listed below:
- Boundary starts with reporting staff within the department (if applicable) to personnel in other Business Units and ends with the Portfolio Manager.
- The physical scope includes the Landscaping and Irrigation service across all communities and master communities under the management of NCM.
- The decision-making authority is limited to only Landscaping and Irrigation services at the specified area, community or master community only. All proposals that have technical and financial impact shall be subjected to the approval of the Portfolio Manager in charge.
- Decision making authority will lay with line manager, department head, business unit head as per Nakheel Delegation of Authority (DOA).
- The Landscaping Supervisor shall be responsible for the landscaping and irrigation services discipline to ensure that it is compliant with all codes and permits of the competent authorities and Law No 06 of 2019 (Jointly Owned Property Law) and management of Master Communities under Decree 22 of 2009 of Trakhees.

Qualifications, experience, & skills, communications & working relationships

- Communication & Working relationships:
INTERNAL: Direct Managers, Staff, Centre of Excellence, Finance, Call Centre, Legal, Social, Marketing, Security, Residential Leasing
EXTERNAL: Owners, Tenants, Occupants, Owners Committee, Service Providers (Landscaping, MEP, Fire, Lift, Civil, Cleaning, Waste management, Pest control, Security), Regulatory authorities

- Qualification, skills, experience:- Hard Skills- Bachelor graduate or Diploma in Agriculture, Landscape Architecture or equivalent.
- Additional qualifications in any technical discipline is an advantage.
- Minimum of three to four years’ experience in similar field is expected
- General understanding of the Jointly Owned Property Law & Decree 22 of 2009.
- Basic understanding of financial budgeting for real estate.
- Basic understanding of CAFM systems.
- Proficiency of MS Office.
