Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In partnership with the Government of Egypt and the European Union, the United Nations will implement a three-year Joint Programme entitled “Tamkeen”. Under the United Nations Sustainable Development Cooperation Framework (UNSDCF 2023-2027), the UN Joint Programme “Tamkeen” will work with the Government of Egypt and national stakeholders in advancing the implementation of the National Strategy for the Empowerment of Egyptian Women 2030, the National Human Rights Strategy, the National Climate Change Strategy and the National Initiative for the Empowerment of Girls. The UN Joint Programme “Tamkeen” works in cooperation with the European Union’s broader Financing Decision on Women’s Empowerment in Egypt.

In partnership with the European Union, under the UN Resident Coordinator, UNFPA, UNICEF and UN Women (Administrative agent) will implement the UN Joint Programme in close partnership with the Government of Egypt’s National Council for Women and the Ministry of International Cooperation and the European Union.

The UN Joint Programme “Tamkeen” has the three-pronged focus of enabling women and girls’ leadership, enhancing their socio-economic empowerment including access to green livelihoods and mobilizing private sector, and the prevention of gender-based violence against women and girls including harmful practices. Digital inclusion and ensuring sustainable, climate smart approaches are key strategies used throughout the UN Joint Programme.

A national programme coordinator of the UN Joint Programme “Tamkeen” will be recruited to drive the coordinated implementation of the programme, working closely with the Government of Egypt, the UN Resident Coordinator’s Office, the participating UN agencies, and the European Union. The national programme coordinator will also be responsible for delivering UN Women’s commitments on women and girls’ leadership under Outcome One of the Joint Programme. The national programme coordinator will provide technical advice and support to the National Council for Women in the implementation of their actions under the Joint Programme.

The National Programme Coordinator will be based primarily at UN Women Egypt Country Office and will also spend a percentage of her/his time at the National Council for Women, which is the technical/substantive lead Government entity for the programme.

The objective of the Assignment

In partnership with the UN Resident Coordinator, under the overall supervision of the UN Women Country Representative and the day-to-day supervision of the UN Women Egypt Deputy Representative/Head of Programmes, the Programme Coordinator is responsible for the overall day-to-day coordination and monitoring of the UN Joint Programme “Tamkeen” and exercises overall responsibility for planning, implementing, and managing UN Women’s interventions under Outcome One of the Joint Programme.

The National Programme Coordinator will work in close collaboration with the Tamkeen colleagues in the National Council for Women and other line ministries, UNICEF and UNFPA, the UN Women colleagues working under the other outcome areas, and the UN Resident Coordinator’s Office.

The National Programme Coordinator will specifically be responsible for the following:

  • Ensuring the coordinated implementation, monitoring, communication and reporting of the UN Joint Programme Tamkeen in partnership with the Government of Egypt, the European Union, the implementing UN agencies and the UN Resident Coordinator’s office.
  • Facilitate the National Council for Women’s role within the UN Joint Programme as the substantive leading Government entity under the Joint Programme.
  • Leading the implementation, monitoring and reporting of the UN Women components under Outcome One of the UN Joint Programme Tamkeen around women and girls’ leadership;


Duties and Responsibilities Competencies

  • Coordinate the implementation of the UN Joint Programme “Tamkeen”
  • Coordinate the implementation of the joint annual workplan under the UN Joint Programme Tamkeen, in partnership with the NCW and national stakeholders, as per the agreed upon logical framework and budget..
  • Coordinate a technical inter-agency team (UNICEF, UNFPA, UN Women and UN RCO) to ensure harmonised approaches towards operational implementation, monitoring, reporting, communications and visibility, and to facilitate systematic updating of Government counterparts and the European Union.
  • Provide technical advice to UN, government and partners when needed to support the overall coordination and implementation of the programme.
  • Support and advise on the joint communications and visibility requirements under the overall UN Joint Programme and track the implementation of the agreed-upon Communications and Visibility action plan under the programme, in close coordination with the Government of Egypt, UNICEF, UNFPA, UN Women, the UN RCO and the European Union.
  • Facilitate the National Council for Women’s national coordination of the Joint Programme, including its role in with the UN Resident Coordinator convening the programme’s governance mechanisms.
  • Manage UN Women’s corporate responsibilities as technical lead/administrative agent of the Joint Programme, ensuring strong oversight of the financial and substantive monitoring and delivery of the programme.
  • Facilitate coordination with national partners and other stakeholders
  • Support the NCW and Ministry of International Cooperation in their overall coordination of the Programme, as well as building resources for the future;
  • In close partnership with participating UN agencies and the UN RCO, mobilise and support coordination with implementing partners under the joint programme.
  • Support and advise on synergies between the UN Joint Programme Tamkeen and other national partners working in similar areas, including those working with the European Union
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the work under the Joint Programme is harmonized and aligned with other in-country efforts.
  • Oversee the monitoring and reporting on the UN Joint Programme “Tamkeen”
  • In close partnership with the UN RCO and participating UN agencies, oversee the monitoring and evaluation requirements of the Joint Programme, ensuring coordinated and timely inputs from the implementing UN agencies and leading the drafting of all programme reports and briefs, as per EU requirements and UN Women reporting, monitoring and evaluation guidelines.
  • Oversee organizing joint field missions and review reports on monitoring missions under the Joint Programme
  • In partnership with the participating UN agencies, oversee the overall delivery, timeline, and budget of the Joint Programme to ensure timely implementation and to identify bottlenecks.
  • Lead the coordinated drafting narrative reporting and the timely generation of financial reporting, as per the Joint Programme and EU requirements, and as per UN Women corporate guidelines.
  • Draft reports as necessary under the Joint Programme and for the UN and UN Women’s corporate annual monitoring requirements.
  • On behalf of the Joint Programme, contribute inputs in the UN Sustainable Development Cooperation Framework’s “Women’s and Girls’ Results Group” monitoring and reporting requirements.
  • Manage the implementation of UN Women’s actions on Women and Girls’ Leadership under the Tamkeen Programme
  • Design and formulate programme initiatives as per the agreed-upon UN Women activities under Outcome One of the UN Joint Programme.
  • Manage the implementation of UN Women’s work on leadership under the UN Joint Programme and ensure synergies with Government of Egypt, national stakeholders, UN, and international partners.
  • Draft inputs to programme and UN Women documents, briefs, policy dialogue, inter-governmental and normative procedures and other documents related to women and girls’ leadership.
  • Manage the monitoring of UN Women’s implementation and budget under outcome one, using results-based management tools.
  • Provide technical support to the Representative as required in relation to the programme’s implementation, including preparing talking points, and participating in meetings.
  • Manage financial resources and supervise staff
  • Manage the overall tracking of budget delivery under the Joint Programme, as per the requirements within the EU/UN Women agreement.
  • Manage the timely implementation of planned activities and the delivery of UN Women’s budget under Outcome One.
  • Supervise the programme support staff and consultants contracted by UN Women to support coordination and implementation of the Joint Programme; ; and unless otherwise determined, manage, and coordinate consultants jointly contracted by the three UN agencies under the Joint ProgrammeOversee and monitor the allocation and disbursement of funds for UN Women’s work on leadership under the UN Joint Programme to participating partners.
  • Support the development and implementation of the joint communication and visibility action plan for the Joint Programme
  • Support the development of the Joint Programme’s communications and visibility plan.
  • Oversee the implementation of the plan, in close coordination with the participating UN agencies, the UN RCO, the EU and the Government of Egypt.
  • Support and advise on the development and implementation of joint communications and visibility requirements under the overall UN Joint Programme.
  • Track the implementation of the agreed-upon Communications and Visibility action plan under the programme, in close coordination with the Government of Egypt, the participating UN agencies, UN Women and the European Union.
  • Advocate and facilitate knowledge-building and management and communication
  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guidelines and the agreed-upon contractual obligations of the programme;
  • Contribute to the exchange of information and knowledge products internally and externally of the programme;
  • Capture best practices and lessons learned for South-South sharing

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.


Experience:

  • At least 5 years of progressively responsible work experience at the national or international level in the design, planning, implementation, monitoring and evaluation of development projects;
  • Experience providing technical assistance and support on Women’s leadership at the formal and community levels, gender equality, women’s empowerment, and normative agenda on gender equality;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset.


Language Requirements:

  • Fluency in English and Arabic is required.
  • Knowledge of another official UN language is desirable (French, Chinese, Russian, or Spanish).
