The Opportunity

Abt Associates seeks a qualified Deputy Chief of Party (DCOP) for the anticipated five-year USAID Egypt Macroeconomic Activity. The goal of this new activity is to build more resilience in Egypt's macroeconomic framework, and could include areas such as public finance, debt management, climate change financing, monetary policy, or attracting foreign investment. Climate change is an evolving priority for the Government of Egypt and USAID, and therefore the activity will consider it as a cross-cutting theme during implementation.

The position will be based in Cairo, Egypt and is contingent upon project award to Abt Associates.

As the Deputy Chief of Party (DCOP) for the upcoming USAID Egypt Macro activity, you will be responsible for assisting the Chief of Party (COP) in overseeing the day-to-day implementation of project activities. The position will be based in Cairo, Egypt and is contingent upon project award. The DCOP will report to the COP.

Core Responsibilities

  • Supports the COP in ensuring program activities align with the annual workplan to meet program objectives.
  • Develops and oversees systems for providing financial, human resources, and administrative support and oversight to partner regional teams.
  • Oversees financial planning and analysis of activities including forecasting and budget tracking; labor planning; and monitoring of burn rate, including supervision of budget manager or specialist.
  • Works with the Chief of Party to liaise with USAID on finance, administrative and operations issues.
  • Participates in negotiations with USAID on contract issues and actions and follows up on donor requests and concerns.
  • Oversees personnel management in coordination with the COP, including recruiting, hiring, performance management, and offboarding.
  • Oversees cost share and partnerships within the project, if any, including MOUs and letters of agreement to provide funding or in-kind resources towards project goals.
  • Manages the start-up and close-out of the project, depending on hiring date.

What We Value

  • Bachelor's degree in accounting, Finance, Business, or a related field and 15+ years of experience leading operations, finance, and administration for international development programs OR a Masters’ and at least 12 years of relevant experience.
  • Minimum five years of experience managing operations for USAID programs
  • Experience on a national project in Egypt managing finance, grants under contract (GUC), administration and operations for multi-country offices and/or activities.
  • Expertise in USAID Federal Acquisition Regulations (FAR).
  • Experience directly supervising a team consisting of grants, finance, HR, and other administrative requirements.
  • Proficiency in English required; proficiency in Arabic highly preferred.
  • Egypt national preferred.
