Where you fit In

Rashpetco/Burullus is a Joint Venture (JV) company operating one of Egypt's largest gas fields. The JV is the operator of the WDDM (West Delta Deep Marine) Field, which includes offshore wells, a control platform, and the 2.3 BCFD gas treatment plant capacity located at Idku (Egypt North Coast). WDDM production supplies gas to the National Grid and the adjacent "Egypt LNG" plant for LNG export. Shell is a significant partner in both Rashpetco and ELNG.

The WDDM field and facilities currently produce around 350 MMSCFD of gas & approx. 5,000 BPD of condensate. It also processes 3rd party gas from adjacent fields and as such, has a privileged position in supporting Egypt's strategy to become a gas hub in the Mediterranean region.

What's the role?

Purpose

The primary objective of the role is to assure the safe, effective, and efficient delivery of a large number of brownfield projects that are required to address the integrity issues associated with aged facilities while providing process technical assessment and assurance on potential opportunities to increase overall production.

Organization

Rashpetco Brownfield, Head of Mechanical Engineering & Technical Authority position report to the BRF engineering manager (dual signature position in the JV organization with a national counterpart representing EGAS side). Both Engineering Managers are functionally reporting to the Rashpetco Technical General Managers, who have dual signature financial authority and report to the Rashpetco Operations GMs.

The RASHPETCO Engineering team is almost equipped with a full Technical Authorities team covering all major disciplines and linked closely to the day-to-day execution of the scopes in the field and design and engineering activities in Cairo.

Challenges

The current portfolio is challenging based on the existing integrity challenges in combination with a growth agenda. The Mechanical engineering TA will be expected to provide technical assurance / resolutions to mechanical issues on site. Assist engineering manager to maintain the company strategy in terms of ensure safe and reliable operation, lifetime extension studies and/or preservation requirements, brownfield modifications, etc.

Accountabilities

As part of Shell's world-class engineering team working in the NOV, the responsibilities of the mechanical engineering TA will encounter are widespread and include:

  • Provide safety leadership, led by example to improve the HSSE awareness on the JV and support the integrated project team of Shell, E-gas, EPC and contractors’ personnel during the engineering, construction & commissioning phases and maintain Goal Zero.
  • Provide technical assurance & resolution to mechanical issues raised on site for piping, mechanical and rotating equipment.
  • Design for mechanical static (i.e piping) and mechanical rotating equipment
  • Provide support to integrity and maintenance teams to maintain asset integrity score card and close DCRs.
  • Assure developed / develop Engineering Reports for work packs and issue Technical notes as required and ensure all plant modifications are technically assessed and assured prior to implementation.
  • Responsible for managing the MOC system with proper effectiveness measures for assigned projects.
  • Ensures integration of related discipline activities to achieve safe delivery (all aspects of HSSE - personal/process safety and environment), fit for purpose, and meeting cost-value optimization.
  • Responsible for the quality of the engineering work related to 3rd party gas (Current and potential opportunities)
  • Lead Preparation of MRQs, ITTs and lead technical & commercial clarification for assigned projects.
  • Actively participate in all PHA including (HAZOP/ HAZID/ SIL/ PSSR/ SRORs/ ORAs… etc) as required.
  • Responsible for the close out of HAZOP actions and any process safety study related actions to mechanical engineering.
  • Manage Design activities during various stages of project and work closely with engineering, construction contractors to ensure projects design and execution meets the Company standards.
  • Commitment to safety culture and enhance safety awareness by presenting on safety topics and organizing safety meetings.
  • Participate in the Investigation of Equipment / Piping Failure and RCA.
  • Work closely with ATA to issue, maintain and update main process engineering documents such as (P&IDs, Operating Envelope, HPLP&HTLT interface register, PFDs and Material balance… etc)

What We Need From You

  • Minimum of Bachelor Degree in Mechanical Engineering
  • Minimum of 20 years’ experience within the Oil & Gas industry at least 5 years at senior technical level covering the responsibility of technical and engineering execution.
  • Full awareness and understanding of engineering and design codes & standards used in the oil & Gas industry.
  • Skilled in piping / Static Equipment and rotating Engineering Standards and Best practices, Equipment Integrity and Fitness For Service, Investigation of Equipment / Piping Failure.
  • Awareness level for Structural and civil assessment (i.e pipe rack)
  • Provide evidence for the below list of minimum requirement skills for the role
