Rashpetco/Burullus is a Joint Venture (JV) company operating one of Egypt’s largest gas fields. The JV is the operator of the WDDM (West Delta Deep Marine) Field, which includes offshore wells/platforms and the 2.3 BCFD gas treatment plant located at Idku (Egypt North Coast). WDDM production supplying gas to the National Grid for internal use, and to the adjacent “Egypt LNG” plant for LNG export. Shell is a major partner in both Rashpetco and ELNG.

What’s the role?

Lead the Rashpetco Projects & Engineering organization in engaged cooperation with the EGPC-appointed Assistant Chairman for Projects. Note this is a dual management position. The Shell appointed Projects Delivery GM is formally the “Deputy” to the EGAS appointed role.

The Projects Delivery General Manager is a senior-level management position within the Rashpetco JV. The incumbent in this position, along with the EGAS-parented counterpart, will jointly lead the Projects Department as well as serve on the senior-level Rashpetco management team. The incumbent will also work closely with the Development Manager in Shell Egypt to drive and ensure alignment and integration between the two companies. With this and given the additional challenge of the dual signatory management structure in Rashpetco, success in this position depends on the incumbent’s ability to build effective relationships and achieve results largely via influence. The incumbent is one of the principal drivers in developing both companies’ short-term and long-term strategies, business plans, and asset management plans. The Project Delivery General Manager is a member of the Rashpetco Management Team and plays a key role in shaping the direction of the company and setting /delivering HSE, production and business improvement activities and targets. The position is responsible for the timely and safe development and execution of engineering and project solutions to provide surface facilities for the processing and transportation of all Shell’s gas interests offshore Egypt, as operated by the Rashpetco Joint Venture. He/she will also provide project and engineering support as required from time to time to Shell Egypt NV. The position manages project and execution activities through a project engineering team based in Cairo, and the construction teams based in the main concessions in WDDM and Burullus. This includes the need for coordination with the Production, Well Engineering, Exploration and Petroleum Engineering teams to ensure that the overall upstream solutions are integrated across the subsurface and surface elements and across the various disciplines.

Accountabilities:

The Shell-parented Projects Delivery General Manager position within Rashpetco is a dual management and dual-signatory position with the EGAS Assistant Chairman for Projects. The roles have joint line accountability for planning and executing all subsea and surface field development activities required to maximize value of Rashpetco’ s producing assets. This includes input to field development planning, concept select and FEED, detail engineering, construction and commissioning. Specifically, the department is accountable for the following business aspects:

  • Delivery of brownfield portfolio projects and well hook-ups in agreement with commitments on cost, schedule, quality and safety
  • Front-end engineering of all Rashpetco’s engineering and project activities within the West Delta Deep Marine basin, providing safely the necessary processing and transportation capacity in a rapidly changing asset base. The scope includes modifications of existing facilities; engineering and construction support to an offshore rig including flowlines and hook-ups; the development of new clusters from initial design to start-up; the development of water handling and electrical infrastructure and conceptual input into development planning.
  • The department is responsible for discipline engineering including technical authorities. Engineering design is predominately executed by local state-owned contractors. The organisation hosts Rashpetco’s Technical Authorities for relevant surface engineering disciplines, both for project delivery as well as asset engineering support.
  • Rashpetco is a strongly functional organization. The incumbent is responsible for the creation of coherent project teams comprising of (in-)direct reports, members of other disciplines, and contractors. Delivery through a variety of diverse full-time and part-time groups is crucial for the success of the position. The range of contributors includes but is not limited to:
  • Subsurface Petroleum Engineering,
  • Production and maintenance
  • Well engineering
  • Contracting and Procurement
  • Finance and Project Services
  • Business Planning
  • P&T resources, and other service providers
  • Driving continuous business improvement. The incumbent is required to passionately embrace and drive continuous improvement in Rashpetco and Projects through a focused “Fit for Future” program. This requires strong leadership, drive, focus on KPI’s and use of the Lean toolset.

MANAGEMENT AND LEADERSHIP - The individual is a senior member of the Rashpetco Management Team and co-leads the Rashpetco Projects Leadership Team. The dual signature structure and cultural differences will test the incumbent’s creativity and tenacity.

HEALTH SAFETY AND ENVIRONMENT - Drive safety, health, and the environment. A passion for personal and process safety is an advantage. The position is responsible for safety in design and safe execution of facilities. This includes adopting standard safe work practices and procedures in accordance with Rashpetco safety policies, and see to compliance at the coal face.

Special Challenges:

Shell in Egypt is pursuing a strong growth strategy to increase the materiality of its position in the country. As a result, activity levels are increasing with additional rigs, WRFM and project activities. Egypt is a challenging business environment to operate in, and the JV structure (largely EGPC staffed, with Shell dual signatories in some key positions only) means that success is achieved through influence and personal leadership rather than direct organizational control. These key positions require high levels of professionalism, diplomacy and interpersonal and cultural skills. Within this framework different interests can exist, as each manager continuously operates on the crossroads between the EGPC and Shell traditions with respect to work planning, project delivery and execution. A key challenge for the incumbent is to obtain full mutual understanding on these issues with his/her counterpart, and jointly agree on the appropriate solutions. Challenges are not limited to project size or technical complexity but often more so in the field of managing stakeholders, integration, non-technical risk and change management. The number of projects at any time in the funnel is variable, with different and changing priorities. A balance must be found between a ring-fenced approach as normally applied to greenfield projects and high flexibility as required in a typical brownfield environment. The role calls for strong portfolio management skills and mitigation of brownfield execution risks. Prioritization and re-prioritization of engineering and projects work is essential in order to contribute to the maximization of the bottom line return from this mixed asset base. Obtaining a structured way of working along agreed workflows / processes and with fixed tasks and targets for individuals between the different departments in Rashpetco is important. An additional challenge for timely project delivery is caused by significant JV constraints on contractual procedures. Finding appropriate and timely solutions to the contractual issues is a key to success. From a past of “managed decline”, Shell’s business in Egypt sees a bright future of growth particularly in the West Delta Deep Marine provided capability can be built and suitable appraisal and development strategies for both conventional and more challenging/difficult resources can be defined and implemented. The Dep/GM Projects will play an essential role in underpinning the growth agenda by coming up with creative and fit-for-purpose solutions that deliver production on short timescales and rigorous delivery focus.

What We Need From You

  • At least 20 years’ experience in project management, including leadership roles in both project development and project execution roles within the oil and gas industry.
  • Assessment through the Shell Project Academy at level 2 or level 3 (preferred) - Experience in managing both contractor and key external stakeholder relations.
  • C&P working knowledge and engineering related experience- Upstream operational experience and a good grasp of process engineering essentials are strongly preferred.
  • Demonstrable experience and effectiveness in HSE management is essential.
  • Proven delivery track record, preferably in a brownfield portfolio- Ability to view issues from multiple perspectives (JV, Shell, government, partner) and formulate solutions acceptable to all.
